Boling, Iago, Newgulf and adjacent farms

DESIGN STUDY 002 / WHARTON COUNTY, TEXAS
A county-scale Stratigraphic development concept around Amazon's planned data-center campus outside Boling. The purpose is to protect what is already here and test investments that could outlast a construction cycle.
Initial working study · October 7, 2026 · Proposed roles and investments require local validation. Not an adopted public plan, AWS commission or promise of future development.
The campus center and parcel polygon need confirmation before drawing any radius. Road time, watersheds, school districts and utility territories are different maps. Candidate places below are research leads, not verified members of a ring.
Start with the people and land closest to construction: wells, drainage, truck routes, noise and emergency access.
Screen existing buildings, industrial services, training access and downtown reuse; verify parcel utilities and flood risk.
Seek current inventories, title and service letters. Published industrial-park marketing is a lead, not a capacity guarantee.
Confirm rail operator, spur and freight terms before treating a nearby facility as site access.
Interview buyers and test travel time. Existing factories do not imply demand for a proposed workshop.
Wharton County remains the principal beneficiary area. A regional strategy should make local businesses and households stronger, beginning with the neighbors closest to the anchor.
Amazon's current Wharton statement, checked October 7, says it plans 13 buildings near Boling and has begun site preparation. It projects at least 300 full-time positions, including 150 by mid-2027, and describes an initial $200,000 community fund. Those are company plans, projections and a stated commitment—not observed hires, awards or delivered benefits.
Amazon says the current 13 buildings will use no water for cooling and describes about 16,000 gallons a day for other potable uses. A different future phase may need a new solution. Separately, an October 2 report says three September 8 groundwater permits allow up to 78.2 million gallons over roughly 2½ years for offices, construction and fire protection. Signed orders and actual meter readings remain outstanding.
Amazon says it will fund on-site substations, use existing transmission infrastructure and has no plan for a gas plant at this site. We still need documented loads, phasing, interconnection and cost allocation. None of those facilities is assumed available to the next employer.
Amazon describes wetland avoidance, stormwater, noise and environmental review. The study calls for parcel-level maps, agency records, independent engineering and nearby household input before treating protections as demonstrated outcomes.
These are proposed Stratigraphic actions. No public body, utility, school, landowner, customer or operator has agreed to the roles described here.
Map the AWS parcel, wells, drainage, agricultural water, roads and nearby households. Hire qualified specialists to test impacts and establish independent baselines.
No new water-dependent or flood-sensitive proposal until source, rights, monitoring and protections are documented.
MeasureWell levels and complaints · safe routes · drainage performance · incident response
Seek utility letters for existing industrial buildings and compare wastewater, electric, fiber and road capacity. Price upgrades by who pays, owns, maintains and can use them.
No assumption that the AWS substation, transmission connection or other private facilities can power a second employer.
MeasureContractable capacity · public cost · maintenance owner · customers served
Start a small maintenance/controls cohort and buyer-led vendor qualification pilot. Obtain actual roles, credentials, procurement requirements and payment terms first.
No course seats, jobs, contract awards or AWS partnership are claimed in this proposal.
MeasureEnrollment and access · credentials · placements · qualified bids · paid awards
Test a leased workshop for pumps, motors, controls, testing, repair and spares across data centers, agriculture and manufacturing. Compare Wharton and El Campo sites.
Require multiple customers, an experienced operator, equipment needs and recurring margins before leasing or construction.
MeasureRepeat contracts · local payroll · customer mix · building reuse
Test defined light electrical/mechanical assembly and agricultural support services. Expand logistics only with named cargo, buyer and viable freight route.
New land or factory capacity follows product specifications, orders, finance, utilities and workforce—not the headline campus alone.
MeasureDiversified customers · profitable operations · resource intensity · durable jobs
Listen to residents and existing providers about childcare, housing rehabilitation, flood resilience, public space and town-center reuse. Match investments to sustainable operators.
Separate construction peaks from long-term demand; do not displace local families or presume a new lodging inventory.
MeasureHouseholds protected · affordability · childcare access · occupied local space
Fund a bounded resource/site study alongside employer-backed workforce and supplier pilots. Test a repair and controls workshop in an existing building before buying land for speculative industry. Every candidate below remains uncommitted.
WCJC publishes industrial maintenance, mechanical and instrumentation/electrical programs. That is a real educational base, but program availability is not proof of AWS hiring or project-specific training. The next step is to ask employers for roles, wages, credentials, shift needs and purchase packages.
Scope a short cohort for maintenance and controls with paid access where feasible. Check instructors, lab seats, transportation, adult schedules and employer placements before promising a class.
Build an opt-in local inventory, then use real buyer specifications, insurance and bonding requirements, payment terms and bid dates. Count awards paid, not businesses merely listed.
Interview data-center, industrial and agricultural buyers about repair, controls, motors, pumps, spares and testing. An experienced operator and repeat orders must precede the lease.
Track actual campus resource use and public costs, train for documented roles, qualify local firms and test shared improvements and a multi-customer workshop.
Expand service and manufacturing only with customers, utilities and viable operators. Build housing, childcare and resilience with local partners and funded upkeep.
Keep water, productive land, skills, businesses and public institutions useful through ownership and technology changes. Write maintenance and reporting duties to last.
The workbook records all demand, site, operator and funding gates as unknown. No proposed follow-on investment has a costed, approved business case.
Signed September 8 district permits and conditions; metered withdrawals; parcel boundary; agency water and drainage decisions; utility service and load documents; current building inventory.
Nearby families and farmers; county and city staff; groundwater district; emergency responders; WCJC and schools; local businesses; existing housing and childcare providers.
Water and well monitoring, public costs, qualified local bids and paid awards, training placements, community-fund recipients, housing and flood outcomes. Identify each owner and date.
Public sources checked October 7, 2026. Marketing claims establish a research lead, not present utility capacity. Amazon's statements are attributed, and the groundwater figure remains provisional pending signed district orders.
